OCS analyzes PESOE 2025 on the Health Sector

The health sector continues to suffer losses in the allocation of resources, which compromises the provision of services and puts the health of millions of people at risk.

An analysis carried out by thehttps://www.observatoriodesaude.org/ Citizen Observatory for Health (OCS) of the Economic and Social Plan and State Budget (PESOE 2025) indicates several challenges that exist for the health sector. For example, there is a reduction in the volume of resources approved for the health sector in 2025, around 42.6 billion meticais compared to the 50.6 billion allocated to the sector in 2024, which represents a drop of 16% compared to the previous year. In fact, the State's weak investment in health is a problem that has been dragging on for years. For example, from 2001 to 2024, the government was unable to allocate the 15% of the State Budget to the health sector recommended by the Abuja declaration. Furthermore, over the last two years, the level of prioritization of health sector spending in relation to total spending has evolved negatively, falling from 11% to 10%, from 2023 to 2024. This indicates that, in the long term, the prospects for improving the health system are compromised due to underfunding.
